Planning

An important first step in any project is understanding your goals. This is critical to delivering a successful project. We meet with you to discuss your desired outcome and the unique challenges that must be overcome. By anticipating site constraints and regulatory requirements from the outset we are able to develop insightful designs that meet your goals while minimizing surprises and delays.

We can map the natural resources, identify areas of environmental jurisdiction, evaluate permitting requirements, and prepare conceptual plans and cost estimates to help you make an informed decision as to how to proceed.

Riverine Engineering

The evaluation of riverine landforms and the processes that shape them is a field known as Fluvial Geomorphology and is an important aspect of the design of bridges, culverts, and other projects affecting the stream environment. Headwaters’ staff include a Certified Floodplain Manager and we have been involved in this emerging science for over 15 years, combining its principals with engineering analyses to develop sound designs that satisfy both environmental and public safety requirements.

Wetland Science

Headwaters Consulting provides a full range of wetland consulting services needed to comply with state and federal regulatory requirements, from resource mapping and assessment through mitigation design and construction supervision. We have mapped wetlands on properties exceeding 600 acres, obtained state and federal wetland permits for infrastructure, development, and environmental restoration projects, and prepared compensatory mitigation plans involving wetland restoration, creation, and buffer preservation.

Permitting

Our staff have served on local planning and zoning boards and water and sewer commissions as well as being appointed to various Rule making committees and engineering panels. This coupled with our design insight provides a unique perspective from “both sides of the table” that allows us to move your project through the permitting process efficiently.

Our LOCAL permitting experience includes:

  • Site Plan Review

  • Subdivision

  • Building and Driveway permits

  • Variances

  • Special Exceptions

  • Excavation permitting

Our STATE permitting experience includes:

  • Wetlands

  • Shoreland

  • Alteration of Terrain

  • Dam Reconstruction

  • 401 Water Quality Certificates

  • Water withdrawals/discharges

  • Vermont ACT 250; 3-9015; 3-9020; 3-9003

Our FEDERAL permitting experience includes:

  • National Pollution Discharge Elimination System (Construction General Permit, Multi-Sector General Permit)-Sec 402

  • Army Corps Wetland Permits -Sec 404

  • FEMA (Elevation Certificates, LOMAs, LOMR, LOMR-F, CLOMR-F)
